CCBill Corporate Responsibility

At CCBill, we take very seriously our role as an industry leader and strive to maintain our exemplary corporate citizenship. It is our great interest to protect Merchants and Consumers alike, as well as to provide support and assistance to those who believe a CCBill Merchant may be breaking the law or participating in illegal activity. To that end we take very seriously, any reports of the infringement of existing State, Federal, or International law and any CCBill Merchant policy, and will take immediate action on any such requests.

As an Internet e-commerce service, it is not the role of CCBill to discriminate or judge the validity of a particular business model, as long as it complies with all other corporate and banking guidelines.  

To expedite any complaints that you may have it is important that you get your information to the correct individuals within our organization so that we may quickly address the complaint and take corrective action. Each of the following sections details our corporate stance on important issues that we can help rectify, and the correct reporting procedure for each.

Piracy Prevention and Reporting

CCBill services may only be used for lawful purposes, and must adhere to Local, State, Federal and International laws. Piracy, the unauthorized use of copyrighted material, is prohibited by United States Federal law, and CCBill will take all appropriate legal actions as outlined by United States law to protect our merchants and consumers from the impact of pirated or stolen content.

Distribution, storage, or transmission of any content or materials in violation of any United States Federal, State or City law is prohibited. This includes, but is not limited to: copyrighted material, material we judge to be threatening, obscene, or unethical in nature, or material protected by other statutes.

CCBill protects the rights of copyright owners by complying with the Digital Millennium Copyright Act (DMCA) and the procedures that law sets forth for notification, takedown, and counter-notification; affording copyright holders a prescribed process in which to submit your claim and receive a quick resolution. Merchants are also protected from frivolous or fraudulent claims of copyright infringement by the safeguards built in to the DMCA procedures.

If you believe that your copyrighted material is being illegally used by a CCBill merchant, please visit our DMCA Copyright Infringement Information page to electronically file a complaint that complies with the DMCA process.

All properly reported instances of suspected piracy via CCBill merchant sites will be addressed per DMCA guidelines, but CCBill will not provide any additional information or updates on further action being taken toward any reported allegations.

Preventing Child Pornography Proliferation

CCBill services may only be used for lawful purposes, and must adhere to Local, State, Federal and International laws. Distribution, storage, or transmission of any content or materials in violation of any United States Federal, State or City law is prohibited. Child pornography is defined as a visual depiction of a minor under the age of 18 engaged in sexually explicit conduct (18 U.S.C. 2256). It is a federal crime to possess, manufacture and/or distribute child pornography (18 U.S.C. 2251 et seq.).

CCBill is fully vested in protecting children from abuse and adheres to a strict, zero tolerance policy. CCBill maintains a sponsorship with the Association of Sites Advocating Child Protection (ASACP), complies with its code of ethics, and supports its campaign to prevent child pornography. All reports of potential abuse are met with swift action and are immediately reported to the National Center for Missing & Exploited Children for investigation and/or prosecution.  This entity will immediately involve other appropriate government agencies, including the Federal Bureau of Investigation (FBI), as the situation dictates.

You may report suspected sexual exploitation of minors directly to National Center for Missing & Exploited Children Cybertipline, however, if you believe that a child may be in imminent danger, we urge you to report it immediately to a live National Center for Missing & Exploited Children agent by calling 1-800-843-5678. If you or someone you know is in imminent danger we urge you to report it immediately by calling 9-1-1 or your local law enforcement agency. 

If you suspect a CCBill Merchant site contains images of models that may have been under the age of 18 at the time of photographing, or images of models represented as being under the age of 18, regardless of what their actual age may have been at the time of photographing, please report this IMMEDIATELY to abuse@ccbill.com.

Please include as much information as you can gather with your message, but do not include links to suspected content, or transmit examples or links to the suspected content, as this is a violation of law and considered distribution of illicit materials.

You may include information such as:

  • Main website URL for alleged content (DO NOT include a direct link to the suspected file)
  • General description of alleged content
  • Any website contact information from the website
  • Link to CCBill payment page for the merchant site

All reports of suspected child pornography on CCBill merchant sites will be reported to United States authorities, as will the information of the person reporting the alleged infraction.

Upon receipt of your complaint, CCBill will forward your complaint to the appropriate agency. In compliance with legal statutes, and because law enforcement agencies are often reluctant to discuss details of ongoing investigations, we will likely not be able to provide you with any follow up information about your complaint. International investigations may also take some time to resolve while U.S. law enforcement works with international law enforcement agencies to complete investigations. All complaints, however, are taken seriously and will be thoroughly investigated.

Merchant Code of Conduct and Reporting Abuse

CCBill requires that its merchants and their affiliates using CCBill’s systems abide by a code of ethics and performance even if these guidelines are not part of the CCBill terms and conditions.
CCBill services may only be used for lawful purposes, and must adhere to Local, State, Federal and International laws. Merchants using CCBill’s services are expected to comply with Local, State, Federal, and International laws in their business dealings. Merchants must also conduct their business within ethical guidelines that we have set forth in our own policies with input from our partners and service providers.

  1. Communication – Merchants will strive to work smoothly with other team members, and all communication will be of a professional tone and quality. Merchants will strive to provide current, active contact information to CCBill, and will respond to valid inquires and communications in a timely manner.
  2. Integrity – Merchants will not knowingly misrepresent facts. Merchants will not knowingly promote illegal, pirated, or illicit content.  Merchants will fully divulge all conflicts of interest prior to contract, or as soon as is reasonably possible after discovery. Merchants will abide by the terms of its contracts and the law. Merchants will not divulge (unless required by law) or make use of confidential or proprietary information belonging to others.

    1. For example, merchants must refrain from sending unsolicited bulk email (SPAM), engaging in "unfriendly activity" such as hacking, attacking systems, theft of intellectual property, and attempting to mislead consumers, among many other legal and ethical guidelines.
  3. Commitment - Merchants will demonstrate loyalty to CCBill and not interfere in the relationship of CCBill and any CCBill customer. Merchants and their affiliates using CCBill’s systems will not do anything to disparage the reputation of himself /herself, CCBill, nor any CCBill merchant, affiliate or consumer.
  4. Quality of Service - Merchants must also fulfill their obligations to their consumers as a condition of their use of our services. This is accomplished by responding to consumer technical complaints and resolving their issues, keeping the services available, maintaining their sites on a regular basis, shipping tangible goods in a set time-frame, and keeping to the terms of the services they offer to their consumers.
